Maximizing Returns: VAT Reductions on Renovation Labor Costs

In the Netherlands, labour on the renovation and repair of a home that is more than two years old is charged at the reduced VAT rate (btw-tarief) of 9% instead of the standard 21%. On a large project this is one of the biggest savings available. You do not apply for it. The contractor applies it on the invoice, provided the job and the paperwork meet the conditions.

The reduction applies to the labour tax, not to the whole project bill. Materials, design fees and some types of work fall under different rules. Rates and conditions are set by the government and can change, so confirm the current rules before you sign a contract, especially when you are planning renovation costs for 2026.

What the 9% Rate Covers and What It Does Not

The reduced rate applies when three conditions are met:

  • The building is used mainly as a home.
  • The home was completed more than two years ago.
  • The work counts as renovation or repair.

A newly built house younger than two years is charged at 21%, even for the same work. Extensions to an existing home are generally treated as renovation work, but the classification depends on what exactly is built, so ask the contractor to confirm the rate in writing.

Materials follow a separate rule. As a rule, if the contractor supplies the materials and they make up no more than half of the total price excluding VAT, the 9% rate applies to the whole invoice. If materials exceed that share, they are charged at 21%. Materials you buy yourself carry 21% at the point of sale, whatever the rate on the labour invoice.

What the Reduction Is Worth in a Real Budget

Private clients cannot reclaim VAT, so the rate decides what you actually pay. Take a hypothetical renovation with €30,000 of labour, excluding VAT:

  1. At 21%, the VAT is €6,300.
  2. At 9%, the VAT is €2,700.
  3. The difference is €3,600 on the labour alone.

The saving grows with the share of labour in the project. Work that is mostly labour, such as a full interior renovation with new floors, plastering and finishing, benefits more than a job dominated by expensive materials. This is why the split between labour and materials belongs in your budget planning from the first quote.

Why the Quote and the Contractor Decide Which Rate You Pay

The reduced rate only works through invoiced labour. When you hire a contractor, the contractor charges the VAT, passes it on to the tax authority and is responsible for applying the correct rate. A vague lump-sum quote makes it hard to see which rate was used and why. An itemised quote shows labour, materials and other costs on separate lines, each with its own rate.

Projects that mix different types of work, such as a renovation of an older house combined with a new-build element, need particular care. Each part can fall under a different rate, and the quote should show that clearly. It also protects you if the tax authority later asks about the invoice.

Steps to Protect the Reduced Rate in Your Budget

  1. Check the completion date of your home. It must be more than two years old.
  2. Ask for a quote that separates labour, materials and other costs, with the VAT rate on every line.
  3. Ask the contractor to state in writing which rate applies to each part of the project, including any extension.
  4. Agree before work starts who supplies the materials, and compare the effect on the total price.
  5. Keep the contract, all invoices and proof of payment for your records.
  6. Add a contingency reserve to the budget in case rates or conditions change during a long project.
